Change PostreSQL port number

Hi there,
My PostreSQL instante uses a port number higher than 17000, so my ISP blockit. As we all know, convincing the ISP to release a port just for me is unlikely.
Therefore, I wanted to know if there is any way to change this port to a number closer to normal, around 5000.

I have same question/issue as default PostgreSQL port number is blocked in our case by security policies. Thanks for solution how to use standard PostgreSQL port.
